1. Cut paper into 1-by-6-inch strips; score across at every 1/4 inch and fold.

2. Hold vertically, fan out, and tape bottom.

3. Cut hexagons 2 3/4 inches high and 3 inches wide; score across and fold.

4. Pinch and glue at centers to create bow-tie shapes.

5. Glue fans to tops of bow ties.

6. Cover joints with ribbon.

7. Pin to cake.
